That is not correct. Epoxy work great for adhesion and corrosion protection on bare metal, but does not fill scratches or sand well. Primer surfacer needs to be applied over epoxy when filling is needed.
Here is how I answered the question: The epoxy is for the bare metal. However, you can spray it over your body filler too. Next, spray primer surfacer. You do not have to sand the epoxy before applying the surfacer, if you don’t wait too long. If you wait past the window time, you will need to scuff epoxy before applying the surfacer. The surfacer is what will fill scratch and provide a good coating for sanding.
