Your Answer: If the paint is in excellent condition, there is no need to sand. Just clean and spray.
That is not correct. You must sand to provide mechanical adhesion. If you did not sand, it would lose adhesion and peel off.
Here is how I answered the question: Wet/Dry 400-600 grit. I prefer 400 for wet sanding by hand. I prefer 400 when sanding by hand.
